ABS Inaugurates Korea Energy Technology Center

Leading classification society ABS officially inaugurated the ABS Korea Energy Technology Center (KETC) in Busan, South Korea, on 19 October 2012.

ABS President and CEO Christopher J. Wiernicki joined senior representatives of the Korean shipping and shipbuilding sectors and academia to celebrate the official opening of the ABS KETC, ABS? first global energy center.

Researchers at ABS KETC will work independently and in partnership with local industry, universities and government to develop technology for the offshore and energy industries in Korea. Focus areas will include offshore surface and subsea systems, oil and gas exploration and production, LNG technology, renewable energy development, alternative fuels and environmental efficiency.

KETC, staffed locally by skilled research engineers, will have access to resources at the ABS global technology headquarters in Houston as well as ABS offshore technology centers around the world.

?Korea?s yards are at the forefront of the global shipbuilding industry, and I believe the vision and initiative that have made Korea a leader in the marine industry can be similarly applied in other areas of specialization. ABS wants to join its resources with the drive, energy and technical capabilities of the Korean people,? Wiernicki said.

Investment in research and development is critical to the future of the offshore and energy industries and a priority for ABS, Wiernicki said. ?I am convinced that we will make the best and most rapid progress in R&D by working together ? pooling our knowledge and concentrating our efforts to solve challenges both in Korea and abroad.?

This objective dovetails with the efforts of the Korean Government, which according to Dr. Sang Jick Yoon, Vice Minister of the Ministry of Knowledge Economy, is developing offshore energy resources through R&D and investment in human resource. ?In view of this,? he said, ?it is all the more timely that ABS has established the Korea Energy Technology Center in the port city of Busan, which will serve to promote technology development not only in Korea but in Asia more broadly. I expect that KETC will offer a platform for close cooperation and enable us to generate innovative technology?

For Korea, the potential impact of research carried out through KETC will be significant. ?As Newton?s apple changed the world and a small candle light brightens the whole room, I believe the beginning of ABS Korea Technology Center today will lead to positive changes and tremendous results in the shipping, shipbuilding and energy fields beyond our imagination,? said Dr. Kyuho Whang, Chairman of ABS Korea National Committee and President, SK Shipping.

Many local entities will benefit from collaboration with KETC. ?It is the right time to establish the Korea Energy Technology Center, and I believe the goals of the center will be very much welcomed by Korean industries and academia,? said Professor Sang-Rai Cho, President of the Society of Naval Architects of Korea.

?ABS founded the KETC to increase knowledge and advance the development of the latest technology,? said Hoseong Lee, ABS Vice President, Global Korean Business Development. ?We believe the KETC will be valuable in assisting ABS clients in solving their technology challenges and will enable ABS to develop stronger working relationship with Korean firms, local universities and R&D institutes.?

5 UK marines charged with murder in Afghan death

(AP) ? Five Royal Marines have been charged with murder over a death in Afghanistan last year, Britain's Ministry of Defense said Sunday. They are the first British troops to be charged with murder in the country since deployments began in 2001.

The five are among nine marines arrested ? seven on Thursday and two in the last 48 hours. Four have been released without charge.

Officials have said the incident involved an "engagement with an insurgent" in Helmand province, where the majority of Britain's 9,500 troops in Afghanistan are deployed. They say no civilians were involved.

The BBC and other outlets reported that the arrests stemmed from video footage found on the laptop of a British serviceman who had been arrested in Britain on an unrelated charge.

The Ministry of Defense said the cases had been referred to the Service Prosecuting Authority, which oversees military trials. The ministry said the suspects, who have not been named, were in custody.

Even though the incident does not involve a civilian, the case could cause a backlash from Afghans and further erode efforts to provide political stability to Afghanistan.

The brigade believed to be involved in the incident, 3 Commando, was in the thick of the fighting with Taliban insurgents during its deployment last year to Helmand, which lies in Afghanistan's south. Seven members of the brigade were killed during the tour of duty between April and October 2011.

British troops operate under rules of engagement, largely derived from the Geneva Convention, that dictate under what circumstances they are allowed to open fire.

"Everybody serving in theatre knows the rules of engagement," Defense Secretary Philip Hammond said Sunday, vowing that "any abuse will be dealt with."

Experts say the military has been strict about enforcing the rules after a disastrous period in Iraq, where there were multiple allegations of torture and abuse by British troops.

The most notorious case involved a hotel receptionist, Baha Mousa, who died while in custody at a British base after being detained in a raid in Basra in September 2003. Britain's defense authorities later apologized for the mistreatment of Mousa and nine other Iraqis and paid a $4.8 million (3 million pound) settlement. Six soldiers were cleared of wrongdoing at a court martial, while another pleaded guilty and served a year in jail.

Movie Review: 'Seven Psychopaths' ? CBS Philly

PHILADELPHIA (CBS) ? What a come-hither title.? What a dithery cast.? But what a shameless shaggy dognapping story, this violent movie about violent movies.

Seven Psychopaths, a caper flick?with its tongue securely in its cheek, is about, well, a bunch of homicidal crazies and a screenwriter who?s writing a movie about them.

But the narrative is so arbitrary, so scattered and disjointed, it?s like an intermittently entertaining prank being played on the audience.

2 Movie Review: Seven Psychopaths

(2 stars out of 4)

Colin Farrell stars as Marty Fanaran, a struggling, booze-soaked Irish Hollywood screenwriter, whose girlfriend (Abbie Cornish) has about had it with his excessive drinking.? He?s facing a severe screenwriter?s block while working on the screenplay that gives this film its name.? And that?s all he has for his movie-to-be: a title.

So what does he do, willy-nilly, as he develops his project?? He talks to as many psychopaths in person as he can.

Sam Rockwell plays a Los Angeles buddy of Marty?s, an unemployed actor who steals a shih tzu as part of a canine abduction scheme.? The dog belongs to a murderous crime boss played by Woody Harrelson, who seeks vengeance.? Then there?s Marty?s partner-in-crime, played by Christopher Walken.? And later there?s cameoing Tom Waits.

Writer-co-producer-and-director Martin McDonagh, reteaming with Farrell, who starred in his gangster farce, In Bruges? ? here playing the presumably autobiographical namesake protagonist ? offers this aburdist satire of the screenwriting process almost as a companion piece to the Charlie Kaufman/Spike Jonze collaboration, Adaptation.?

And McDonagh works hard to defy generic expectations as he explores the elusive border that separates invented fiction from experienced reality and takes a look at action-flick conventions and those obsessed with the writing process.

But he tries to keep so many balls in the air, eventually we tire of the sidebars and lose interest in what should be the narrative spine.?? At a certain point, we even decide that McDonagh must be making all this up as he proceeds without knowing where any of it is going.

And by the end of the movie, we realize that we were right: just because a movie is self-aware in its references to the tired cliches it?s indulging in, they?re still tired cliches.

As for the violence, it?s so bloody (and) exaggerated, it?s played mostly for laughs.?? But we grow weary of that as well.? At a certain point, the callousness about human life, played as comedy or not, becomes off-putting.

Farrell plays straight man to the wackos around him, especially the deliriously deadpan Walken and the hysterically histrionic Rockwell?? scenery chewers extraordinaire.? And it?s fun to watch talented hams strut their self-indulgent stuff, catapulting over the top delivering offbeat line readings.? But they need a coherent script to stay anchored and they just don?t have one: what they have instead is a quirky doodle pad just daring us to dismiss it out of hand.

But was anybody in charge here?? Yes, McDonagh was, squandering his assets instead of weaving them into the tapestry.

So we?ll dognap 2 stars out of 4 for Seven Psychopaths, a cockeyed caravan of cool character actors in search of connection that never comes.? Even the title ? this incomprehensible film?s best feature ? ends up being meaningless.

Criticism ? My Writing & Creative Endeavours Blog

Criticism. We?re subject to it 24/7. Unfortunately, more often than not, it?s negative rather than constructive. I?d like to think that after nearly fifteen years of ?putting written stuff out there? so to speak, that I?ve grown pretty resilient to unconstructive criticism and hugely receptive towards the other one. I?d also like to think that I?m pretty good at dishing out helpful criticism when it?s required. When I was studying for my BA in Creative Writing, delivering constructive criticism to our classmates was one of the most useful things that we were instructed to do on a regular basis. It honestly has the potential to pick people up and set them off again, rather than leave them slumped in the dust of their once precious creations.

The first book that I had published was called Anorexia: A Stranger in the Family, based on my own experiences with Anorexia Nervosa. (Well, that?s not strictly true. The first book I had published was when I was sixteen, and it was called Sticks and Stones, however the company who took me on board turned out to be charlatans?but that?s another story.)

I started to write Anorexia when I was fifteen and in a psychiatric unit for adolescents called the Newberry Centre in Middlesbrough, and by the time I was eighteen it was published. I had made my dream of becoming a published author come true, and I had got to that point through my own hard work and perseverance. ( I was at college five days a week and working weekends, yet I still found the time to be able to write a book and find a publisher for it?I didn?t have a social life, I should mention, but again, this should be the topic for a different post.)

However, during this time of business, I still wasn?t completely recovered. My life remained to be controlled by food, exercise and perfectionism. As a result, things suffered, such as? my ability to concentrate for long periods of time, and, therefore, so did the overall quality of my writing.

When I read people?s reviews of my book today, I can shrug off negative comments, I agree with the majority of them anyway, though I do think that anyone with enough sense would have been able to tell that I clearly wasn?t well during the writing and publication of the book. Anyway, it was written mainly as a cathartic experience. It was only when I realised that my writing could help others that I decided to create a book. Maybe if my mind wasn?t consumed with thoughts of food and such my writing would have been better, more profound and less repetitive and simple.

I?m at a stage in my life now where, yes, some particularly nasty comments might sting for a few seconds, but I fall back onto the knowledge that my mind is healthy and my body is in good physical shape. As a result, writing well is my main priority, as I have always wanted it to be. Today, I can say that I am a good writer and truly believe it.

I used to feel as if I had to prove myself to these reviewers, but now I feel more relaxed. I hope that some of the people who have felt unsatisfied with my earlier work seek out my newer stuff, like my poetry, and discover how my ?voice? has developed since the time when I was little more than a ghost.

Alzheimer's sufferers may function better with less visual clutter

ScienceDaily (Oct. 11, 2012) ? Psychologists at the University of Toronto and the Georgia Institute of Technology -- commonly known as Georgia Tech -- have shown that an individual's inability to recognize once-familiar faces and objects may have as much to do with difficulty perceiving their distinct features as it does with the capacity to recall from memory.

A study published in the October issue of Hippocampus suggests that memory impairments for people diagnosed with early stage Alzheimer's disease may in part be due to problems with determining the differences between similar objects. The research contributes to growing evidence that a part of the brain once believed to support memory exclusively -- the medial temporal lobe -- also plays a role in object perception.

"Not only does memory seem to be very closely linked to perception, but it's also likely that one affects the other," said Morgan Barense of the University of Toronto's Department of Psychology. "Alzheimer's patients may have trouble recognizing a loved one's face not just because they can't remember it but also because they aren't able to correctly perceive its distinct combination of features to begin with."

The research team tested patients with mild cognitive impairment (MCI) -- a disorder commonly thought to be a precursor to Alzheimer's disease -- on their ability to determine whether two rotated side-by-side pictures were different or identical.

In one set of trials, many pairs of photos of blob-like objects were shown. These were classified as high-interference trials as the photos varied only slightly when they weren't a perfect match, either by shapes or fill pattern. As expected, MCI patients struggled greatly to identify identical pairings.

In low-interference trials, the blob-like objects were interspersed with photos in which non-matches were more extreme and varied widely. For example, a picture of a butterfly was shown next to a photo of a microwave. Interspersing the very similar blob-like objects with photos of dissimilar objects greatly reduced the amount of interference.

"Minimizing the degree of perceptual interference improved patients' object perception by reducing the number of visually similar features," said lead author of the study Rachel Newsome, a PhD candidate in U of T's Department of Psychology.

The findings suggest that, under certain circumstances, reducing "visual clutter" could help MCI patients with everyday tasks. For example, buttons on a telephone tend to be the same size and color. Only the numbers are different -- a very slight visual difference for someone who struggles with object perception. One solution could be a phone with varying sized buttons and different colors.

The researchers, which also included Georgia Tech psychology professor Audrey Duarte, administered the same tests to people at risk for MCI who had previously shown no signs of cognitive impairment.

"They performed the same as those with MCI, suggesting that the perception test could be used as an early indicator of cognitive impairment," said Barense. "It provides further support for the idea that any damage to a small area of the medial temporal lobe -- especially the perirhinal cortex -- affects perception as much as it does memory."

The study is reported in the paper "Reducing perceptual interference improves visual discrimination in mild cognitive impairment: Implications for a model of perirhinal cortex function" in the October special edition of Hippocampus titled Perirhinal Cortex: At the Crossroads of Memory and Perception. Funding for the research was provided by the Canadian Institutes for Health Research. It builds on previous research done by Barense and colleagues that tested the perception abilities of individuals suffering from amnesia.

Mars rover's peek at rock turns up a curiosity

WASHINGTON (AP) ? The first rock nuzzled by NASA's Mars Curiosity rover is turning out to be a bit more unusual than scientists thought it would be.

Curiosity used its robot arm to touch at a football-sized pyramid-shaped rock for the first time two weeks ago. It also shot the rock dozens of times with a laser.

The results surprised scientists. They said Thursday that it is not like other rocks seen on Mars. It has more sodium and potassium.

Scientist Edward Stolper (STOHL'-pur) said the rock is more like rare volcanic rocks seen on Earth in places like Hawaii. Those rocks are formed under high pressure, deep underground and once contained water.

Scientists don't know how old the Martian rock is.

Potential debt problems more common among the educated, study suggests

Before the financial crash of 2008, it was highly educated Americans who were most likely to pile on unmanageable levels of debt, a new study suggests.

Overall, the percentage of Americans who were paying more than 40 percent of their income for debts like mortgages and credit card bills increased from about 17 percent in 1992 to 27 percent in 2008.

But college-educated people were more likely than those with high school or less education to be above this 40 percent threshold - considered to be a risky amount of debt for most households.

The association between more education and higher debt was true even after taking into account the fact that people with more education tend to have higher incomes.

In addition, people who reported being more optimistic about the future of the economy for the next five years were more likely to have a heavy debt burden, the study found.

"People who piled on debt may have been too optimistic about their economic future, but you can't blame that on a lack of education," said Sherman Hanna, co-author of the research and professor of consumer sciences at Ohio State University.

"People with college educations may have thought they were immune to any economic problems. But when people stop believing things might go bad, that's when they get in trouble."

Hanna and his colleagues also found that the debt crisis didn't just involve homeowners who took out bigger mortgages than they could afford. In fact, 35 percent of renters had a heavy debt burden in 2007, compared to 21 percent of homeowners.

Overall, Hanna said the research suggests that despite generally held assumptions, it wasn't just uneducated people, and not just homeowners, who precipitated the financial crisis by taking on too much debt.

"There wasn't just one group of Americans who were at fault," Hanna said.

"All types of households, renters and homeowners, educated and not, were taking on more of debt burden than they could bear. And lenders of all types - not just mortgage lenders - seemed to be taking more risks."

Hanna and his colleagues conducted two related studies, one appearing in the current issue of the International Journal of Consumer Studies and the other in the most recent Consumer Interests Annual.

In both studies, the researchers were interested in finding households that were paying more than 40 percent of their yearly income to pay off debt, including rent or mortgage, vehicle leases or loan payments, property taxes, credit cards, student loans and more. These were defined as households with a heavy debt burden.

"If more than 40 percent of your income is going toward debt, you're at a danger point, because if household income drops for any reason, it would be very difficult to keep up all your payments," Hanna said.

In both papers, the researchers looked at data from six rounds of the U.S. Survey of Consumer Finances held between 1992 and 2007, which included a total of 25,889 households. The SCF is sponsored by the Federal Reserve Board and asks detailed questions about families' balance sheets, pensions, income and demographic characteristics.

In the IJCS paper, the researchers found that college-educated people were more likely to have a heavy debt burden, even after taking into account not only income, but also income expectations, as well as their age and other characteristics that may influence debt burden.

"We just can't blame the lenders and say they were exploiting uneducated people who didn't know better. Many of those who got in over their heads were highly educated," Hanna said.

"There's plenty of blame to go around."

The percentage of households with a heavy debt burden increased from 1992 until 1998, but then dropped by 2001, when the United States went into a short recession, before rebounding again through 2007.

"Americans pulled back on their spending slightly during the slight recession of 2001, but after it was over debt levels continued to rise," Hanna said.

The Consumer Interests Annual paper found that the percentage of homeowners who had heavy debt burdens increased from about 15 percent in 1992 to 22 percent in 2007. However, the increase was even more dramatic for renters, going up from 20 percent to 35 percent during that same period.

"The percentage of renters who piled on debt really surprised me," Hanna said.

"It shows that the financial crisis wasn't all about housing speculation. There was too much debt in all parts of the economy."

New guidance from the Department of Homeland Security stipulating that gay and lesbian bi-national couples are families spells out three criteria for immigration officials who are determining whether to exercise prosecutorial discretion in potential deportation cases.

The memorandum from U.S. Immigration & Customs Enforcement?was long sought by LGBT advocates and lawmakers seeking greater protection for bi-national same-sex couples, who may be faced with separation under the nation?s current immigration code if the immigrant in the relationship doesn?t have legal status in the United States. It was obtained exclusively Tuesday by the Washington Blade?and can be downloaded here.

The guidance offers three criteria for immigration personnel as they determine whether a same-sex relationship would ?rise to the level of a ?family relationship??:

Same-sex relationships that rise to the level of ?family relationships? are long-term, same-sex relationships in which the individuals

? are each other?s sole domestic partner and intend to remain so indefinitely;

? are not in a marital or other domestic relationship with anyone else; and typically maintain a common residence

? and share financial obligations and assets.

Notably, the guidance doesn?t mandate that the couples be in a legal same-sex marriage as it lays out criteria for when they would be eligible for prosecutorial discretion.

ICE maintains that being in a family relationship is one factor that immigration officials should consider when determining whether to exercise prosecutorial discretion and other issues may trump familial status.

?Officers, agents and attorneys must consider the totality of circumstances presented in an individual case,? the guidance states. ?Family relationships may be outweighed by criminal history, prior immigration violations, or other indicia that an individual meets ICE enforcement priorities.?

The guidance is dated Oct. 5 and signed by three senior officials within ICE: Executive Associate Director Gary Mead, Executive Associate Director James Dinkins and Principal Legal Director Peter Vincent. According to the heading, it was distributed to ICE field office directors, chief counsel and special agents.

Lavi Soloway, an immigration attorney and co-founder of Stop the Deportations, commended DHS for issuing the guidance, saying it marks the first time ever the Obama administration ?has put in writing a policy to protect gay and lesbian couples who are threatened with deportation.?

?We are grateful that the Obama administration has finally issued written guidelines that we can take into court when we fight deportations,? Soloway said. ?We continue to represent numerous same-sex couples in immigration courts around the country who are facing imminent deportation, and this document will help us finally resolve those cases so that no couple is torn apart.?

Soloway added the guidance is ?evidence that the Obama administration is able to develop innovative, interim remedies? to help LGBT people. Calling the guidance a ?great start,? Soloway said DHS should follow up by opening up ?humanitarian parole? to reunite same-sex partners if one is living in exile and?placing in abeyance marriage-based green card applications for bi-national same-sex couples to ensure they can stay together in the United States.

The memorandum follows a June 2011 memorandum from ICE that laid out criteria for when immigration officials should exercise prosecutorial discretion in cases that may be a low priority for deportation.?That earlier guidance said one of the relevant factors was ?the person?s ties and contributions to the community, including family relationships.? The Obama administration previously told media outlets that bi-national same-sex couples were included in this category, but LGBT inclusion wasn?t until now spelled out directly to immigration officials.

The Blade reported last week that Secretary of Homeland Security Janet Napolitano delivered a letter to Congress informing lawmakers that DHS would issue this follow-up guidance in response to a letter from 84 House Democrats requesting the update. But LGBT advocates have been pushing for updated guidance for more than a year since ICE first issued its memorandum on prosecutorial discretion in June 2011.
